No light at the end of the tunnel in 100 days of Maoist led government By Pratibedan Baidya

"I will resign from the post if failed to maintain law and order situation of the country within six month," this is the statement of the Home Minister Bam Dev Gautam immediately afterpratibedan assuming the post of Home Minister but over three months have been passed but no light could be seen at the end of the tunnel. The Law and Order situation of the country is almost out of gear in the honeymoon period of the current government.

The Home Minister, who always wants to appear in media by his dramatic works started his job with imposing ban in the nightlife of the Kathmandu. The Home Minister banned night restaurants from operating after 11 in the evening. Failed to maintain Law and Order situation of the country and also to settle armed conflict of the terai region, Home Minister again started action against street vendors. Many civilians continue to face threats and other action of the armed outfits of terai and there was no improvement in the security situation of the country. Many civilians were abducted and killed in the broad day light even from the Capital but the government failed to assure safety of citizens. Two youths of Syuchatar VDC of Kathmandu were abducted by Maoist aligned YCL from Malekhu of Dhading district and the abducted youths were found dead after more than two weeks later. The government failed to arrest any perpetrators involved into the incident. Similarly, two youths of Tahachal area of Kathmandu, who were missing from the Capital were found dead after two weeks but the government failed to get any clue about the group involved into the incident.

The angry mob vandalized dozens of vehicles and brought the traffic movement halt for days in both the incidents but the government remained helpless. The government agreed to fulfil the demands of victim's families after a heavy loss of public properties and problems caused to the people. The incidents of robbery, abduction, murder and other criminal activities have been increasing in the country since the government was formed. In this context, rather than making the law and order situation strict and taking action against persons involved into such criminal activities, the Home Minister acknowledges that he could not be able to control the violent activities of youth wings of ruling coalition parties CPN-Maoist aligned YCL and CPN-UML alligned Youth Force. According to statistics of Informal Sector Service Centre (INSEC), a leading Human Rights NGO of Nepal, a total of 28 people were killed and 33 people were abducted in the month of October only, which shows frail security situation of the country. The coalition government has failed to make any difference in the security situation of the country in last 100 days. Rather than working in favour of people and maintaining law and order situation of the country, the coalition partners not only involved into intra party rift but also involved into blame game to each other for pitiable situation of the country. Except giving assurances for making the country prosperous once and do so and so, the government failed to make any substantial change in the country. The security situation worsened then the period of the armed insurgency as the culture of impunity continues in the country. The government had cultivated a very bad practise that all should come to the street and cause disturbances to the public life to get their demands fulfilled. People do not have trust to the government. They could not believe that the government will bring the culprit into book and demands that justice should be given to them immediately.

People are getting helpless in their own territory. The protestors calls bandhs (general shutdown) without giving prior information so the people, who are on their way to home or office could not get the notice and fell prey of the mob. The protestors announced valley bandh on 27 November without giving proper information and when the writer is about to reach his office some people stopped at the road and tried to manhandle on the charge of defying their bandh, which was announced without giving proper information. The police, who are standing at the road to provide security to the citizens remained helpless and turned into spectator in front of the mob. In a cosmetic attempt to show that the security situation of the country is improving, the police conduct security check up in some parts of the city nearby areas of the residences of the VIPs. The question remained unanswered if the government is not able to provide security to its citizens how the home minister dare to say that he is working to maintain law and order situation of the country. The failure of the government could not be covered up in the name of transitional period.  If the government is serious about maintaining law and order situation of the country, it has to start the work by dissolving two youth wings of CPN-Maoist and CPN-UML, which are the root causes of the many problems of the society. These two organizations have been involved into taking law and order situation of the country on the backup of their mother organizations.

People have high hope with the Maoist led government, so, they made Maoists, a party with international terrorist tag, as the largest party of the constituent assembly. They hoped that the law and order situation will improve and they would be able to take breath of relief with the formation of Maoist led government. However first 100 days of the coalition government shows that nothing is going to be happened in this regard. As it is said that morning shows the day, the 100 days of the Maoist led government proved that the government is just an old wine in new bottle. The government will not do in favour of people except giving popular slogans and making people fool. The lavish lifestyle of the Maoist ministers, their greed of power, high handedness of their party cadres prove that they are also following the same path dogged by Nepali Congress and CPN-UML following the success of the poplar movement of 1990, which had ultimately helped for the fall of democracy.

Given the present scenario of the country, the rhetoric of CPN-Maoist to improve situation of the country and to make Nepal prosperous country is just a mirage and a means to make Nepali people fool.
